Matei Ștefan

Matei Ștefan is a lawyer and AI governance consultant focused on the regulatory and organizational challenges created by artificial intelligence. He is the founder of SenecAI Consulting, a boutique consultancy specializing in the EU AI Act, AI governance, and digital compliance, helping organizations translate emerging regulatory requirements into practical governance frameworks.

His professional experience spans European institutions, international affairs, and the private sector. He has worked within the European Parliament and Romania’s Permanent Mission to the United Nations, as well as on projects involving technology regulation, data protection, intellectual property, contractual risk, and the broader legal implications of digital transformation.

He is also a founding member of AI Collective Bucharest, contributing to the development of the local AI ecosystem and to discussions around responsible AI adoption. At FACTORY 4.0, Matei will join Panel 06, “Workforce 2026: Upskilling for the AI-Powered Factory,” where he will bring a governance and regulatory perspective to the discussion on how organizations can prepare their people and processes for the growing adoption of artificial intelligence.
