Horia-Răzvan Botiș

Horia-Răzvan Botiș is Vice-Chairman of the NATO Industrial Advisory Group and a Board Member of NATO DIANA, with extensive experience in defence industry, innovation, technology transfer and the development of strategic industrial capabilities.

Horia-Răzvan Botiș is a defence industry and innovation expert, currently serving as Vice-Chairman of the NATO Industrial Advisory Group (NIAG) and as a member of the Board of Directors of NATO DIANA, the Defence Innovation Accelerator for the North Atlantic.

 

His professional activity focuses on defence industrial capability, dual-use technologies, innovation, technology transfer and the relationship between industry, government, research and the defence ecosystem. Before becoming NIAG Vice-Chairman in 2024, he served as Deputy Head of the Romanian Delegation to the NATO Industrial Advisory Group. In 2026, he began a second two-year mandate as NIAG Vice-Chairman.

 

He is also an Alternate Board Director Member within the NATO Innovation Fund and a Non-Resident Fellow at the German Marshall Fund of the United States, where his work focuses on the defence industry.

 

Earlier in his career, Horia-Răzvan Botiș developed a Research, Development and Innovation Centre of Excellence within ROMARM, working on business development, innovation, international affairs and the transfer of new technologies and products into Romania's defence industrial base. His professional background therefore combines industrial development with defence innovation and institutional cooperation.

 

A graduate of the Military Technical Academy “Ferdinand I”, he holds a degree in Military Aerospace Engineering and a master's degree in Aeronautical Integrated Systems Engineering. He is also pursuing doctoral research related to defence industry and economic security.
