Carolina Novac

Carolina Novac is State Secretary at the Ministry of Energy of the Republic of Moldova, responsible for decarbonization, renewable energy and energy efficiency. She brings more than seven years of experience in European energy and climate policy, electricity and gas transmission, public affairs and energy-sector regulation.

Before joining the Ministry of Energy, she served as Energy Adviser in the Office of the Prime Minister of the Republic of Moldova. Her previous international experience includes roles at National Grid in the United Kingdom, the European Network of Transmission System Operators for Gas, ENTSOG, and organizations working on European public affairs and energy policy in Brussels.

In her current role, Carolina contributes to Moldova’s energy transition by supporting renewable energy development, energy-efficiency programs, infrastructure modernization, supply diversification and closer integration with the European energy market. Her work focuses on strengthening energy security while building a more efficient, sustainable and resilient national energy system.

Carolina Novac also serves as Vice-Chair of the UNECE Committee on Sustainable Energy, contributing to international cooperation on energy transition, resilience and sustainable development.

At FACTORY 4.0, Carolina Novac is expected to join Panel 2, “Energy Systems & Industrial Resilience: Powering the Factory of the Future,” where she will contribute insights into energy security, renewable energy, infrastructure modernization and the development of resilient energy systems capable of supporting industrial transformation.
